Rotary International Club and District
Administration Representative
The more than 50
staff members in this department of the RI Secretariat serve Rotarians from
World Headquarters in Evanston, Ill.; from our seven international offices
in Switzerland, India, Japan, Korea, Australia, Brazil and Argentina; and as
RIBI in Great Britain and Ireland. CDA representatives are available to
answer any questions you may have about your district, club or Rotary
International. As the chief liaison between clubs and districts to the RI
Secretariat, CDA staff members handle inquiries and requests by phone, fax,
post, and e-mail.

Among the main
ways the CDA staff can assist you include:
- Answering questions regarding the RI constitution
and bylaws, the RI Code of Policies, the Manual of Procedure, and
current and past decisions of the RI Board;
- Answering questions about Rotary International
and the Secretariat;
- Providing support and follow-up to district
governors and club officers;
- Counseling clubs and districts concerning issues
arising from elections or the interpretation of official RI policy.
As part of the
CDA mission to deliver the best possible service to clubs, districts, and
all Rotarians who request assistance, CDA staff members also perform a
number of other important services for the Rotary world, such as:
- Processing the administrative documents for new
clubs, terminations for non-financial reasons, and club resignations;
- Providing support and follow-up to new clubs;
- Reviewing and processing club incorporations and
other activities of clubs and districts that require board approval;
- Providing coordination and oversight of various
mailings to clubs and districts from the RI Secretariat;
- Attending PETS, GETS, and other club and district
training meetings to assist, provide information, and act as resources;
- Assisting with the distribution and collection of
various forms and documents required by RI.

Jim was born and raised in the Chicago, Illinois
area and is a graduate of Southern Illinois University, Carbondale,
Illinois with a degree in Administration of Justice and History.
He joined the Club and District Administration
department of Rotary International in August 1999 after having worked for
15 years in the facility administration department of CNA Financial in
Chicago, Illinois.
Jim enjoys reading history, historical fiction and
novels of global intrigue, and biking along Chicago’s lakefront.

Charlene, Jim, and Heather
Charlene Sobczak, Coordinator
Charlene was born
in Sheboygan, Wisconsin and raised in Chicago, Illinois. She has attended
the Illinois Institute of Technology and the American Academy of Art. In
addition to this, she was also an Electronics Technician in the U.S.
Navy. She has worked for Rotary International for over 35 years, in a
variety of support positions, and has experience in data entry, print
production, and membership services. Charlene’s hobbies are reading
(science fiction, mystery) and her cat.
Heather Hartung, Assistant
Heather was born and raised in Madison, Wisconsin
and is a graduate of the University of Wisconsin-Madison with degrees in
International Relations and Spanish. She joined the Club and District
Administration department of Rotary International in November 2002.
Heather enjoys running, playing tennis and traveling.
